Application, Cancellation and Transfer Request
Application: ismrt! Service Application
To enable RMS to process your smrt!Wallet registration please complete the online form at least 2 work days before you take occupation.
Applications are processed on Mondays-Fridays 8 am to 5 pm.
Step 1: Complete and submit the application form
Step 2: Obtain RMS Reference Number to make payment
Step 3: Make payment of R2,620 (2025 rates) to RMS using the provided reference number, and the same bank as your bank

Understanding your Water and Electricity bill
In Joburg all households, including townhouses, pay the following council tariffs.
Tenants, by law, pay the same tariffs:
- Water: – billed by Joburg at applicable rate per kL
- Water Demand management levy: – billed by Joburg at a fixed monthly rate
- Electricity: – billed by Joburg at applicable rate per kWh
- Electrical Service Charge: – billed by Joburg at a fixed monthly rate
- Electrical Capacity Charge: – billed by Joburg at a fixed monthly rate
- Sanitation: – billed by Joburg at a fixed monthly rate (see note on sanitation charges of townhouses)
- Refuse: – billed by Joburg at a fixed monthly rate

Note: All the tariffs in the Joburg documentation are exclusive of VAT and VAT is also payable .
In sectional title complexes, the Water & Electricity billing is NOT managed by Joburg but by private companies appointed for this purpose.
The following additional charges apply to Tokara:
1. Smrt! Wallet fees (2025-2026).
- Smrt! Wallet application fee: R2,620.00
- R1,000.00 is allocated as Deposit.
- R120.00 is allocated as the Smrt! Wallet application Admin fee.
- R1,500.00 is allocated towards your wallet for payment of Utilities.
- Smrt! Wallet daily subscription fee: R4.98
- Smrt! Wallet top-up fee: R12.00 (R50.00 admin fee if incorrect Wallet reference number is used)
- Smrt! Wallet cancellation admin fee: R105.00 (not applicable if account is transferred)
- SMS fee: (Excluding Welcome Message): R2.00

History
On 1 April 2017 Tokara Body Corporate became the reseller of utility services in Tokara through a pay-as-you-use collection system. Automatic Meter Reading (AMR) capable water and electricity meters were installed.
Remote Metering Solutions (RMS) was appointment for the management of the Tokara water, electricity, sanitation, and common property water and electricity payments. Remote Metering Solutions hosts residents’ utility wallets (smrt!Wallet), and provides consumption -, reconciliation – and monthly information to the trustees. RMS is part of the Electricity Resellers Association of South Africa (ERASA).
RMS launched the iSmrt! APP for residents to better manage utilities in November 2024.
RMS became METRONOMIC in October 2025.
